From the flyer: “With its ideal Silicon Valley location, Downtown Fremont is poised to become a vibrant and sustainable urban mixed use district that will serve as a destination for the city and region. Incentives are in place for new development that will help create an exciting, new “strategically urban” district in Fremont.”
Notable points:
Under “Development Potential” it is noted that there are 28,000 Gross Square Feet included for Performing Arts
“Ongoing investment in arts and cultural programming for Downtown year-round”

The City of Fremont sits in a very strategic location between Highways 880 and 680, and less than 30 minutes from most of the major Cities in the SF Bay Area. We are also just north of Silicon Valley proper and have many employees and executives from Silicon residing here.
There are also a decent amount of mass transit options available with a Bay Area Rapid Transit (BART) station within walking distance, another in Warm Springs and yet another planned for Irvington.
The proposed Downtown has a great view of Mission Peak and the rolling hills to the East, and from the tops of buildings most of the South Bay.

This is a great report created to show potential plans and designs for the Downtown area, there are quite a few mentions of a performing arts center.

Near-Term Development (Page 32) - Projected - “A new City Center with performing arts center (P.Arts) creates a destination.”
Civic Parks and Open Space / Civic Center (Page 33) - “Centrally located and providing a large public plaza, the City administrative offices, and a performing arts theater will also include adjacent parking facilities to support staff, visitors and nearby businesses.”

Location (Page 94):
“Temporary art exhibitions, installations and/or performances should be promoted within or outside proposed City Hall and Performing Arts Center within Civic Center at the corner of Capitol Avenue and State Street.”

Intent (Page 94):
Civic Center may offer opportunities for rotating art exhibitions, short-term visual art installations and a variety of short-run performances including performance art, music, dance and literary readings. These opportunities will enable a public venue for the local arts community as well as for artists living outside Fremont. Temporary art should complement the nature and function of the Civic Center. The art will attract visitors that will support local businesses and activate the area. It should be appropriate for a wide-ranging audience and compatible with other functions of City Hall, the Performing Arts Center and the Civic Center Park or Plaza.
